Philadelphia's Department of Human Services is under fire---for now---for its indifference and incompetence in the slow, deliberate death of Daniel Kelly, a teenage sufferer of cerebral palsy who weighed 42lbs upon her deathbed, a soiled and fetid mattress on the dirty floor of her mother's apartment.
Fresh out of college I applied to work as a city social worker. Did they hire me? Nope. Presumably because I did not have "enough experience" nor at the time speak Spanish well enough. The two interviewers were female, Hispanic, and one dressed like a lesbian. Employers don't want good help. No, they want proxies, demographics, and cheap illegal labor.
Philadelphia (and other bureaucratic melting pots) would save itself much grief and spin tasking if it simply renamed the agency the Department of Human Sacrifice.
